Leading Edge Consulting Group is a consortium of experienced senior-level consultants and small business owners who bring to our clients, decades of experience in business and municipal administration and operations.
Many of our consultants have shared their experiences as adjunct professors in higher education after having served as finance directors, city managers, human resources directors, attorneys, management executives and small business owners.
Bill has over 35 years of top operational and executive governmental experience and is recognized for his ability to navigate the complexities of municipal government.
Leading Edge Consulting Group President Bill Stipp has led this diverse team of consultants since 2009.
He has been an elected leader for over a decade, serving as a Council Member and Vice-Mayor of Goodyear, Arizona – the ninth fastest growing city in the nation with a population of over 100,000 people located in metropolitan Phoenix, Arizona.
Bill’s unique blend of formal education, experience and professional activities combine to make his perspective on today’s issues relevant and functional; particularly in the areas of transportation planning and policy, municipal strategy and engagement, finance and procurement, land development, water system planning, economic development, political strategy and policy analysis.

Additional Background
Bill most recently served on the Maricopa Association of Governments Regional Council, Regional Transportation Policy Committee and the Board of Directors for the regional public transportation authority to plan, develop and operate regional bus service, a light rail system and alternative transportation programs for the metropolitan Phoenix Region. Bill also previously served on several national, state, and regional boards including an Advisory Committee for the National League of Cities and the International Association of Fire Chiefs, the Board of Directors for the Arizona Municipal Water Users Association and the State of Massachusetts’ Joint Labor-Management Commission mediating municipal contract disputes.
Bill’s work has involved communities ranging from 15,000 in population to over 120,000 which included a “turn around” position as Administrator for a Special Taxing District in Arizona. Based on his extensive experience in incident command and emergency management, the United States Army recognizes him as a Subject Matter Expert in the function and application of the Unified and Incident Management Systems as he trains Homeland Response Forces, and their Headquarters Command staffs.
He has a Master’s Degree in Public Administration from Grand Canyon University, is a graduate of the National Fire Academy’s Executive Fire Officer Program and has authored in several textbooks and published national articles on Change Management, Efficient Fire Operations and the Disaster Response Capabilities of the Department of Defense.
